This is water condensing on the bottom of your skylight and is usually caused by a very energy inefficient skylight. Condensation occurs when warm air rises, cools and looses its capacity to hold water vapor. As a result, excess water vapor condenses to form water droplets.
The easiest way to remedy the issues is to replace the old skylight with a more efficient and insulated skylight. This can be relatively inexpensive, with a simple curb mount skylight replacement. It can also save you money, by reducing your heating and cooling bills.
